"Police training has identified "tells" that indicate an individual may be concealing a weapon. Bulges in clothing, being overdressed for the weather conditions, or reassuring touches to confirm positioning may indicate that a weapon is present.
More importantly, a suspect's arm move ments will telegraph when a weapon is being drawn. A hand movement to the waist level, and the corresponding raising of an elbow, may be consistent with drawing a gun. Movement of both hands to raise or pull open clothing to access a weapon could signal an imminent risk. Hand movement to waist level and raising an elbow are consistent with "drawing a concealed gun."
