Conservative Party leader. Is it Andrew Scheer or Pierre Poilievre?

As a new Canadian I may be wrong but I think I have it. When Dr. Carney was elected leader of the Liberal Party he didn't have a seat in parliament. This is the position Mr. Poilievre is in. I don't understand how a person can run for government in a riding in which they don't live, but that is a question for another discussion.
