The judge accepts evidence submitted by undercover Members that the suspects wanted to kill Mounties and yet doesn't convict them of conspiracy to commit murder.

This doesn't make sense. How can the judge acknowledge that the suspects planned to kill officers and yet find them not guilty of conspiracy to commit murder?
